From rice fields to national stage: the Story of Engr. Delfin Cuevas Jr. and the ‘Palatak Palay Seeder’

The idea behind the Palatak Palay Seeder did not begin in a laboratory or a large manufacturing facility. It began in the rice fields of Bongabong, Oriental Mindoro, where planting season often meant long days under the sun, physically demanding work, and rising labor costs for farmers trying to keep pace with production.

The idea behind the Palatak Palay Seeder did not begin in a laboratory or a large manufacturing facility. It began in the rice fields of Bongabong, Oriental Mindoro, where planting season often meant long days under the sun, physically demanding work, and rising labor costs for farmers trying to keep pace with production.

For Engr. Delfin Cuevas Jr., those realities were deeply familiar.

Long before he became an inventor, he witnessed firsthand the challenges faced by farmers in their everyday work, including the manual planting hardships experienced by his own mother.

Those experiences stayed with him even after he left the country and spent more than three decades working abroad as an electrical engineer in Kenya, across East Africa, and later in Canada.

While building a career overseas, Cuevas carried with him a growing awareness of how technology could ease labor-intensive work. Years of exposure to engineering systems abroad gradually shaped his desire to develop a practical solution that could help Filipino farmers plant more efficiently while reducing costs and physical strain in the field.

When he returned to Brgy. Ipil, Bongabong in 2021, that long-held idea began to take form. Drawing from both his technical background and lived experiences in agriculture, he started developing a lightweight, manually operated precision seeder called the Palatak Palay Seeder designed to make grain planting faster, easier, and more accessible for smallholder farmers.

Reinventing the Way Farmers Plant

What emerged from that return was a grassroots innovation designed to respond directly to the realities of Filipino rice farmers.

Adapted from an earlier concept for corn planting, the device integrates the advantages of direct seeding and manual transplanting into a single, efficient system. It enables precise seed placement at uniform spacing and controlled volume per hill, improving soil aeration, easing weeding, and supporting better crop growth.

Built with a rust-resistant stainless-steel frame and lightweight 3D-printed Polyethylene Terephthalate Glycol (PETG) components, the seeder is durable yet easy to handle. Its modular design allows for simple maintenance, while features such as a built-in fertilizer applicator, wind deflector, and integrated soil openers and closers ensure accurate seeding even in challenging conditions.

More importantly, it addresses one of the most pressing challenges in rice farming: cost. With planting expenses reaching around Php10,000 per hectare—about 20% of total production costs—the Palatak reduces labor dependence and lowers expenses. It achieves up to 89.09% field efficiency, surpassing the 60% benchmark under Philippine Agricultural Engineering Standards (PAES), while improving planting speed and reducing seed wastage. Farmers can save up to Php9,000 per hectare, an impact that goes beyond efficiency and into livelihood.

The technology is also considered gender-responsive or GAD-sensitive because of its lightweight and manually operated design, allowing farmers to use it more comfortably during planting operations. For Cuevas, this aspect of the innovation was deeply personal, shaped by memories of watching his mother endure the physical demands of manual planting while helping support their family.

“I vividly recall the challenges my mother faced during my childhood, as she toiled in the fields, manually planting corn to pave the path for our education,” Cuevas recalled.

Those experiences became one of the driving forces behind the development of the Palatak Palay Seeder, reflecting his desire to create a more practical and accessible technology that could help lessen the physical burden on farmers.

The Palatak also supports environment-friendly farming practices since it does not require fuel during planting operations. Cuevas later christened the innovation as “Palatak,” a Filipino term loosely translated as “mouth-clicker,” inspired by the distinct clicking sound the machine produces while planting seeds across the field.

From Grassroots Recognition to Guided Innovation

Palatak's entry into the innovation ecosystem began in July 2023, when it was showcased at the Grassroots Innovation and Circular Economy (GICE) Expo. As a nominee, it stood out as a solution deeply rooted in community needs, marking Cuevas’ first engagement with DOST-MIMAROPA.

He soon joined the Innovation for Filipinos Working Distantly from the Philippines (iFWD PH) Program, transitioning from independent development to supported innovation. Through capacity-building and funding assistance, he was able to refine both the technology and its long-term viability.

DOST-MIMAROPA played a key role in advancing the device, facilitating performance testing at the UPLB Agricultural Machinery Testing and Evaluation Center (AMTEC), supporting field validation, and enabling on-site demonstrations with local partners. These demonstrations, conducted from planting to harvest, allowed farmers to see the technology’s value firsthand, bridging the gap between innovation and adoption.

Support also extended to enterprise development and intellectual property protection. Through DOST-MIMAROPA’s assistance, Palatak secured Industrial Design and Utility Model registrations, while its patent registration remains ongoing.

In 2022, Cuevas formally established Farmwell Agricultural Machinery Manufacturing in Brgy. Ipil, Bongabong, Oriental Mindoro to locally produce the technology. Since its introduction to the market, the Palatak Palay Seeder has steadily expanded its reach, now serving adopters across 72 provinces and around 406 municipalities nationwide as of April 2026. Its users include individual rice farmers, farmers’ associations, cooperatives, and local government units.

Farmwell currently produces an average of 50 units monthly to meet growing demand. The company itself has also grown from only two workers during its early operations to 19 regular employees today. Supporting its expansion, Farmwell transitioned to an off-grid 48-kilowatt solar energy system, generating savings of around Php50,000 monthly in electricity expenses while contributing to increased operations and an estimated Php550,000 increase in average monthly gross sales.

Beyond direct adoption, some Palatak owners also rent out their units within their communities, helping fellow rice farmers reduce planting expenses without immediately purchasing their own equipment.

Recognition on the National and International Stage

From its first showcase in 2023 to national and international recognition in 2026, the Palatak Palay Seeder reflects the steady rise of an innovation shaped by lived experience and purpose. In 2025, it was named one of the Presidential Filipinnovator Awardees, affirming its value as a solution to real-world agricultural challenges.

In 2026, the Palatak earned top honors at the National Invention Contest and Exhibits (NICE) under the Outstanding Industrial Design (Banghay) category. It was later presented at Malacañang before President Ferdinand R. Marcos Jr., recognized for its practicality and relevance as a cost-effective tool for smallholder farmers.

Beyond the country, the innovation—and the story behind it—gained international recognition. At the Festival of Innovation 2026 in Singapore, the Palatak was named a finalist, while Engr. Cuevas was also recognized as a finalist for the Innovator of the Year Award. Together, these milestones trace the journey of an idea born in the fields—now gaining ground across borders.

More Than an Invention

Today, the Palatak Palay Seeder stands as more than just a machine, it is a testament to what grassroots innovation can achieve.

It is the product of lived experience, shaped by persistence and a deep understanding of farmers’ realities. It reflects how innovation does not always begin in institutions, but in communities, in everyday experiences, and in the determination to solve long-standing challenges in agriculture.

For many farmers, the technology has already become a practical tool that improves both productivity and livelihood. One of its adopters, Mr. Bembeh Calvez Templanza from Brgy. Nasucob, Bulalacao, Oriental Mindoro, shared how the Palatak helped make planting faster, easier, and more cost-efficient in his farming operations.

“Hindi ako nagkamali sa pagtangkilik sa Palatak Palay Seeder. Ang laki ng naitulong nito para mapabilis at makatipid ako sa pagtatanim ng palay. Ngayon, dalawang units na ang gamit ko at hinihikayat ko rin ang ibang magsasaka na subukan ito.”

As the technology continues to expand across the country, its mission remains grounded on the same goal that inspired it from the beginning: to make farming more efficient, lessen the burden on farmers, and prove that solutions rooted in local experience can create meaningful impact far beyond the communities where they first began.
