DOST to get P30.9-B budget for 2027; R&D, STEM scholarship favored

The Department of Science and Technology (DOST) is set to receive a proposed 30.9 billion-peso budget under the National Expenditure Program (NEP) for 2027, prioritizing research and development (R&D) and science, technology, engineering, and mathematics (STEM) scholarships.

Research and development

Over a quarter of the proposed budget—totaling P8.01 billion—is allocated to its Grants-In-Aid (GIA) Program, which focuses on projects in R&D, innovation, professional training, productivity, and industry competitiveness.

“Ang goal: gawing aktuwal na solusyon ang siyensya—sa magsasaka at negosyo, disaster preparedness, healthcare, industriya, at kabuhayan ng mga Pilipino,” the Department of Budget and Management (DBM) said in a Facebook post.

The projects under the R&D Program, through the DOST’s seven research institutes, will be funded with P2.28 billion to further push the national development initiative primarily on food and nutrition, advanced technology and nuclear research, alongside metals, textiles, and forest products industries.

This includes the DOST-attached agencies, Advanced Science and Technology Institute (ASTI), Food and Nutrition Research Institute (FNRI), Forest Products Research and Development Institute (FPRDI), Industrial Technology Development Institute (ITDI), Metals Industry Research and Development Center (MIRDC), Philippine Nuclear Research Institute (PNRI), and Philippine Textile Research Institute (PTRI).

STEM scholarship

DOST also increased its budget for STEM education, granting P8.67 billion in funding for the Philippine Science High School System (PSHSS) and Science Education Institute (SEI) from this year’s P8.31 billion.

The DOST is set to support 67,504 scholars nationwide, which is 2,407 more than the 65,097 student-beneficiaries funded in this year’s budget.

Of this, P1.12 billion is assigned for the PSHSS, following the implementation of the recently signed Republic Act (RA) No. 12310, or the Expanded Philippine Science High School System Act, which shall establish at least two PSHS campuses in every region.

The remaining P7.55 billion is intended for DOST-SEI, providing scholarships and assistance to undergraduate and graduate students in STEM-related programs.

“Walang science and technology breakthrough kung walang susunod na henerasyon ng scientists at innovators,” the DBM said.
