DOST launches modern fire testing laboratory to build confidence in fire safety

Safer homes, schools, offices, and buildings begin with safer construction materials.

And the Department of Science and Technology-Forest Products Research and Development Institute (DOST-FPRDI) is making it easier, faster, and more affordable to test the fire safety performance of locally made construction materials with its advanced Fire Testing Laboratory.The new laboratory is a major step toward reducing fire risks, improving the quality of locally manufactured building materials, and helping protect lives and property across the country.

"It is encouraging to see DOST-FPRDI continue expanding its research portfolio into areas such as fire safety technology,” expressed DOST Secretary Renato U. Solidum Jr.

“Reliable fire test brings us one step closer to safer communities. By making these services available locally, we are helping manufacturers, builders, researchers, and government agencies make better decisions that ultimately protect Filipino lives," he said.

Faster testing. Lower costs. Better protection

For years, many fire performance tests had to be conducted overseas because the Philippines lacked the necessary testing facilities. According to DOST-FPRDI Senior Science Research Specialist Rodrigo E. Cortez Jr., manufacturers often had no choice but to send product samples abroad, making the testing process more expensive and time-consuming.

With the launch of the new Fire Testing Laboratory, product developers can now access internationally recognized fire testing methods within the country. This means faster turnaround time, reduced testing costs, and stronger support for local innovation.

DOST-FPRDI Director Rico J. Cabangon emphasized the significance of the facility. “The expanded Fire Testing Laboratory strengthens our country's capability to evaluate the fire performance of wood and other construction materials, while reducing our dependence on foreign testing facilities." 

He added that improved access to testing will help manufacturers comply with safety standards, support regulatory requirements, and enhance the global competitiveness of Philippine-made construction products.

Helping industries build safer products 

The Fire Testing Laboratory can evaluate a wide range of construction materials, including insulation, wall and ceiling components, flooring, composite products, and fire-retardant-treated products. 

The facility now houses two specialized testing equipment that follow internationally recognized standards. The Indicative Fire Resistance Test Furnace (ASTM E119) measures how long building components can withstand fire exposure, while the Steiner Tunnel (ASTM E84) evaluates how quickly flames and smoke spread across building materials. Together, these testing methods provide manufacturers with reliable scientific data to improve product safety before materials reach the market. 

The laboratory will also benefit builders, architects, engineers, and developers by providing objective test results that support more informed decisions when selecting materials for their projects. Government agencies and regulators likewise benefit from credible technical data that can help strengthen building policies, improve safety standards, and support evidence-based decision-making. 

Investing in a safer future 

DOST-FPRDI envisions the Fire Testing Laboratory as the country's leading center for fire testing research and technical services. The Institute plans to continuously expand its capabilities, strengthen partnerships with industry and academe, and pursue international recognition.

According to Senior Science Research Specialist Gilberto Sapin, the long-term goal is simple but significant: help improve fire safety practices, develop stronger building materials, and better protect lives and property throughout the Philippines.

Inaugurated during DOST-FPRDI's 69th anniversary celebration, the laboratory is currently undergoing personnel training, method validation, and quality assurance to ensure its testing services meet international standards. The Institute targets to offer fire testing services to its external clients by July 2027.

As more manufacturers gain access to world-class fire testing within the country, Filipinos stand to benefit from safer buildings, more reliable construction materials, and stronger protection against one of the most devastating hazards.
